Can I place fiberglass insulation inside an electrical outlet to stop a cold breeze? - airflow breeze

I felt the very cold air flow through my pictures, light switches, etc. in the wall of 7 years, my old house. I wonder whether putting insulation behind electrical outlet, but in the junction box and a fire hazard, electrical hazard, or is this a common practice?
